The Sanctions Pressure Index saw plenty of ups and downs in July 2026, averaging at 47.0 for the month. Early tension was driven up by Council sanctions on nine individuals and four entities over Russian cyber-attacks and destabilising activities. Pressure peaked at 64 on July 22, but a sharp drop occurred when the EU targeted Russian banks in a new sanctions package over the Ukraine war. Tensions hit their lowest point of 24 on July 28 following reports of US strikes on Iran, reimposed oil sanctions, and a bipartisan US Senate agreement on major sanctions legislation. The month ended with a slight rise in pressure after 86 senators voted to move forward with the Graham Russia sanctions bill.
